Construction Starts on Nigerian Pipeline Project

China Harbour Engineering Ltd. and Offshore Oil Engineering Co. Ltd. have commenced construction on a 100-kilometer subsea pipeline that will connect to DanIigote Oil Refining Co. Ltd.’s new 650,000 bpd refinery being built in southwestern Nigeria’s Lekki Free Trade Zone. The scope of work includes the transportation and installation of six 24-inch pipelines and three 48-inch pipelines, along with five single point mooring systems, a catenary anchor leg mooring buoy, and a pipeline end manifold for a shuttle tanker that imports crude for the refinery. FERC: Lone Star Project Construction Can Start

FERC has approved Kinder Morgan’s request to commence construction on the Lone Star Project. The $132-million Lone Star Project includes the construction of two new compressor stations in San Patricio County, Texas and Jackson County, Texas. Groups Sue to Block Construction of Louisiana Oil Pipeline

BATON ROUGE, La. (AP) — Environmental groups have sued the U.S. Army Corps of Engineers in a bid to block construction of a 162-mile-long (261-kilometer) crude oil pipeline across south Louisiana, including through the environmentally fragile Atchafalaya (uh-CHAF-uh-LIE-uh) Basin river swamp. The federal lawsuit filed Thursday claims the Corps violated the Clean Water Act and other environmental laws when it approved a permit for the Bayou Bridge Pipeline project in December. Constitution Pipeline Water Permit Petition Denied by FERC

On Jan. 11, 2018, the Federal Energy Regulatory Commission (FERC) denied Constitution Pipeline Co. LLC’s petition to overturn New York’s denial of a water quality certification for the Constitution Pipeline, an approximately 125-mile natural gas pipeline that will connect Susquehanna County, Pennsylvania, to the Iroquois Gas Transmission and Tennessee Gas Pipeline systems in Schoharie County, New York. According to FERC’s ruling, due to Constitution Pipeline withdrawing and refiling its application twice, it reset the one-year timeframe required under the federal Clean Water Act for New York’s Department of Environmental Conservation (DEC) to rule both times. FERC has approved TransCanada’s request to commence construction of the Gulf XPress Project, other than the following: Cane Ridge Compressor Station (and associated workspaces and access roads) in Davidson County, Tennessee. Workspaces or access roads associated with the Leach C Meter Station in Boyd County, Kentucky. Willbros to Sell U.S. Pipeline Assets

Willbros Group, Inc. has signed a definitive agreement to sell certain U.S. mainline pipeline assets to WB Pipeline, LLC, an affiliate of Meridien Energy, LLC. Assets included in the sale consist primarily of cross-country pipeline construction equipment.  Valuation is based upon independent third party appraisals and funding will occur in stages throughout the first quarter of 2018 as Willbros completes existing pipeline projects. Trans Mountain Expansion Route Hearing Scheduled for Next Week

The National Energy Board (NEB) will hold an oral hearing starting Jan. 15, 2018 to consider an application from Kinder Morgan to alter part of the proposed route for the Trans Mountain Expansion Project in the City of Chilliwack, British Columbia. The company applied to the NEB under section 21 of the National Energy Board Act for the Chilliwack BC Hydro Route Realignment. The currently-approved corridor for the pipeline in Chilliwack follows a BC Hydro right of way between 500 kV overhead transmission lines.
