FERC: Pipeline Construction Project Meter Station Can Be Built

FERC has approved the following Gulf South Pipeline Company, LP requests associated with the Coastal Bend Header Project:

  • To relocate the permanent location of the Transco M&R Station site from the currently permitted location on the south side of Gulf South’s pipeline right-of-way to the north side of the pipeline right-of- way. Transco will construct a compressor station further to the east and the Transco M&R Station would be located between Transco’s compressor station and the Coastal Bend Header Pipeline. In order to accommodate the relocation, Gulf South proposes to convert approximately 73,500 square feet of currently approved permanent workspace to temporary workspace and additional temporary workspace.
  • To add approximately 67,650 square feet of permanent workspace and approximately 38,500 square feet of additional temporary workspace to the north of Gulf South’s pipeline right-of-way to allow construction of the Transco M&R Station. This shift in permanent and temporary workspace would result in a negative permanent environmental impact of 0.14 acre.
  • To extend the permanent access road AR-P-6 to the new proposed Transco M&R Station site.

The Coastal Bend Header Project will deliver natural gas to the Freeport LNG Development, L.P. liquefaction terminal, and expand and modify a portion of the existing Index 129 Legacy System in southeast Texas. Once finished, it will enable Gulf South to serve customers with whom Gulf South has entered into 20-year firm precedent agreements to transport natural gas to serve the first two trains of the planned liquefaction terminal, which has already been approved.

The project is expected to be in service in February 2018.
